Preheat oven to 350°F.
Line 12-well muffin pan with paper liners.
Cream 6 Tbs. butter in bowl of mixer (stand or hand) with approx. 1/2 cup of muffin mix. Blend on medium-low speed until light and fluffy. Add eggs and sour cream, then remaining mix and water. Mix on medium speed briefly just until combined.
Do not overmix. Scrape down bowl and whisk out any lumps or dry mix by hand.
In separate bowl, melt remaining 2 Tbs. butter. Add streusel mix and blend with fork until mixture is moistened and crumbly.
Spoon 1/2 of batter into prepared pan (approx. 1" deep). Sprinkle with 1/2 of streusel mixture. Carefully spread remaining batter over streusel. Top with remaining streusel.
Bake for 20–22 minutes, until toothpick inserted in center of muffin comes out clean. Cool on rack for 15 minutes, then remove from pan.
